But if you look Intel even without the cores add, they didnt raised that IPC by that much. There was like 10-15% only between the generations. AMD being not a viable option for years made them lazy like "ppl will buy our CPUs anyways"
Usually I buy a cheap but good-bang-for-the-buck-bit-better-brand smartphone, like Huawei or Xiaomi. If is swift, has a good camera/battery life and is not some ching-cheng brand from some hidden chinese village, then is my choice.

Except that since Ryzen was released it appears that Intel has increased it s market share with gamers, if the steam hardware survey is a good indicator. That might be a big if.

It is going to be a very interesting battle when coffeelake and the new pentiums are released.
From my days in mobiles business intelligence, what tends to happen is that a new product release creates interest across the board. So whilst ryzen captured early sales it appears that intel has captured more of the system upgrades.
I think a major reason is likely to be ryzen's lack of marketing and so failing to take advantage of its opportunity. Intel ads for i7's are often on tv here, but I have never seen an amd ad. However without seeing the cpu model id's it is hard to be certain about what is happening.
(I'm still playing on an i7-2600 and before that I had an amd. I only buy what seems better. As yet I haven't needed to upgrade the cpu even with a 1080ti and 4K.)

Incorrect. The upcoming Intel i3 family offers better bang/buck.
But since they doesn't cost the same ..
You could also wait for i3 8-series. Or think about Ryzen 5 1600.
