I tested Black Ops III, which was first when the whine coil began. Everything is on ultra and I capped the FPS to 60. You can barely hear the whine coin, so dropping the FPS did help but to an extent. Now I'll try other games I play and see if the result are better.
Needless to say it's the last Asus product I buy for a very long time - the Asus motherboard I bought it was with DOA.

You should be able to find out in like 5 secs if its the PSU or GPU... paper towl roll to your ear.
Then put the GPU under load with something like FurMark
That's possible, although I personally would still suspect the graphics card.
Investing in a better PSU would be a wise idea, though. High-end models can last you 10+ years across multiple builds, so they're a good investment.
I always thought about going with the Corsair RM650x because it's a fully-modular, mostly positively reviewed, gold certificated, and maybe has enough watt to handle all kinds of pressure from OCing your components and perhaps even SLI/Crossfire modes. So I might as well go with that one.
EVGA aren't available in my country, and as a last resort I might as well go with Seasonic.

be quiet! Are also not available, unfortunately. The only PSUs that are available are Corsair, Seasonic, Antec - but I don't know them, and another brand which I don't remember.
They're a good series, I used one last year and was impressed with it. I've used Corsair AX 80+ Platinum for my own builds the last four years and they've been oustanding. The older of the two has four years on the clock, and it's still covered by a year of warranty. The other will be under warranty into the mid 2020s. They would be my personal recommendation - they're expensive but they're very efficient and they last forever.
SeaSonics are excellent. Many other high-end PSUs are just rebadged SeaSonics or SuperFlower products sold under licence. Antec are an unknown to me, their cases were popular to the point of ubiquitous about ten years ago but they've slipped off the radar since.
Nothing wrong with Corsair RMx series though either.
Yea 650W is good sweet spot; more then enough for an i7 or Ryzen-7 coupled with ANY single GPU on the market.
I told u how to figure out if its the PSU or GPU that is the cause of coil whine; its very simple.
But I should RMA it first, right?
I did get the first part - to return the GPU. But I didn't get the other two parts. To be honest, I think it's both the GPU and PSU; while the GPU makes the coil whine sound, it can be heard at times that the PSU makes sounds like toxic-waste radiation (you know, like in Half Life). So I'm assuming this might be the case, too.
I didn't get the paper towel thing (if it was meant to be a joke) and put the GPU under load. How do I put the GPU under load?
RMA back to ASUS you're looking at 3-4 weeks turn around time.
