Ryzen 5 1600 or i5-8600k
I currently have a i5 4460 and i want to upgrade my CPU, but should i wait for the i5-8600k's Release or should i take the Ryzen. Money isn't the Problem

If you need a CPU now get the 1600. If you're willing to wait a few months, get the i5 OR wait for AMD Zen 2.
Why go from any one i5, to another. If you're going to upgrade and really need a more beefy CPU then your current i5; then get an i7 or Ryzen-7

8th Gen CPUs / Motherboards are much too new right now to even consider; never buy anything when it's new to market. Besides, something like Ryzen-7 or 7700K would be fine and serve the user's needs for many many years.

If you have the money; then consider i7 K model or Ryzen-7; nothing else.

Either way you go; you need not just new CPU, but also Motherboard and DDR4 RAM too.

If you are ready to spend money on new CPU+motherboard+RAM then wait for Coffee Lake (i5-8xxx). We don't know its performance yet, but its pretty obvious that it will be faster than Ryzen. Even it will have lower clockrate than Kaby Lake counterparts. Even your current Haswell is faster and I doubt future Intel CPUs will become worse than 3 generations old processors.

If you need more juice, how about some Xeon 1230, 1231 (or better), or i7 equivalent i.e. 4770 or 4790? Could also get the 4790k (and not OC).
Would grant you hyper-threading, way better multi-thread performance, and depending on model higher single-thread as well.
No need to change everything.
Yea it can get decent price on 4790 or 4790K; either are decent and would boost you up quite a bit. If you do this, bump up to 16GB RAM if you have not already, and SSD.
Depends on what you mean by no limit. You could just buy an i9 if you wanted. Intel cpu aren't going to magically become cheaper just because they're putting more cores to the i5 name. AMD can sell theirs for cheap because they can just put 2 busted chips together and sell them as 1 chip with little to no impact. Intel's current manufacturing requires one large chip and a lot of luck, so they can't sell them for too low.

Wait for release ^ and benchies.

Or

Get the 4790k 4ghz now if you need it now or the locked i7s which are lower ghz though.

400mhz diff with 4790 and 4790k ^.
Definitely the Ryzen. Nobody is buying an overpriced i5 anymore.

The new i5 is also a 6-core, but it doesn't have 12 threads like the Ryzen.

Also the new i5 will have much better single-core performance. At this point I'd wait for Zen 2 before buying a Ryzen 5 CPU.
The new i5 isn't on the market yet. We will see how good or bad it would be. And the big point: the price. I don't think that the price will be under 250€.

In my opinion, you have a very bad idea of the CPU market.
An i7-4790k would be the best option. If you swap cpu family then that's a new mobo and memory and you'll just end up with the same performance.

Don't think so.
