The fans will only spin when they have to. That is normal on modern cards.

yep check your temps .. my ASUS GTX 1060 as well as 960 cards only kick on at 60 C
the new chips can handle running hot , think it is set up in the bios of the GPU itself

I had an RX 480 that did that, it's normal. Some GPU's the fans only run when it's absolutely needed.

yeah i can adjust the fan speed in the gigabyte graphic engine, but i just let it on auto

yep thats what i do ..never was an issue with my 2 yr old Strix GTX 960 .. helps keep some dust from forming too from the fan NOT going all the time .. mines looks clean as the day i bought it \ less dust = cooler GPU

I have seen people all concerned if their GPU temperature goes over 50 C, but GTX 1050's are rated for 97 C max, so that is probably not a concern unless it climbs well over 80C, and then the chip would throttle to protect itself. Some graphics cards do not run fan(s) at all until temperature rises above a certain point (for energy savings and quiet). The new Nvidia cards are very efficient.

The twin fans on my Asus Dual GTX 1060 OC run a minimum of 28% and currently have quietly run a maximum of 35% @ 64 C. When I had an MSI Twin Frozr Gaming GTX 750 Ti OC I never saw it go over 53C running graphic benchmarks with fans quietly spun up a few % from minimum.

Why the thread? This is normal, not an issue.
Unless the GPU peaks at any time above like 80-85*C then its perfectly fine.

Just use MSI Afterburner; works on like 99% of GPUs

Something like MSI Afterburner is not hefty on RAM. And once you had the GPU Fan Profile how you want it and are happy with it, you can enable OC at Startup (also need to enable Start with Windows for MSI AB settings) so that Profile is active as soon as WinOS loads up. Once loaded up you can simply close MSI Afterburner entirely and that active profile will continue to work.
