But could you hear the CPU fans over the GPU fans and the game itself? Or are you talking more when the game was paused? I like a quiet computer, but if I'm gaming, I don't really care if the fans get a little loud since I'm not going to hear it over the game anyway.
If you want a quiet PC, Noctua is basically the best option. They have the best fan designs on the market. Period.

While I only have experience with their regular "stock" fans (which are still VERY premium compared to most other brands), I hear their "Industrial" fan designs cool more efficiently and quietly than all but the best liquid setups.

They are very expensive though, so be warned.
I haven't looked at comparisons (SPCR is a great place for that, btw), but the magnetic levitation fans are supposed to be extremely quiet at lower RPMs, though they get louder (and probably louder than Noctua and other similar fans) at higher RPMs. So a good choice for a really quiet PC when idling when you don't necessarily care that it's as quiet as possible when under load. Phanteks makes good fans, too.

Well TW:WH uses my i7 just less than Handbreak/stress test, all cores were hitting 70C so max RPM on the fans. I could always turn down some more graphics setting but I left most of them on Max and the Unit size at Ultra is demanding both GPU and CPU wise. Who wouldn't like over 10,000 units on the battle field lol.
Yeah, I can definitely hear my CPU fan speed up when running Handbrake, but then I don't have a game making the sounds of thousands of people/creatures going into battle to drown it out. :P
graphics settings in Warhammer won't affect CPU much. It's the number of units on-screen at any given time + what actions are going on, etc.

i7 @ 70*C is "cold"

Yes, but I set fan curve to run max RPM at 70C because I like them cold. Max under stress test/handbreak is 74C.

Particularly it is winter here, although yesterday was hot for a Winter day, 25C ambient temp.

Also Unit size is in Graphic settings. It directly affects number of units on screen (per playthrough).

I tend to do the same; I rather have a little added fan noise over higher temps.

I just put Headphones on, don't hear them in Games.

My stuff runs that cold, even when it's Summer here (with a range of like 30-40*C)
I like to overprovide as it can get really hot in Summer, sometimes heatwave makes outside temp go up to 42C-45C.

But really, only Fallout IV come close to TW:WH but no where near as bad in terms of hammering CPU Core. Mainly because of RAM bandwidth bottleneck on that game and the forced Vsync to 72 Hz if you don't want flying furnitures.
I typically peak around low 70s, and while the fan is noticeable, it's still very quiet. And this is in a small, cramped case with an i7-4770k. I'm using a Noctua NH-U14S. And it would be even better if I had the room to do push-pull, but I'm only able to do a pull configuration.
