Generalized finger pointing ^, it depends on the game/min fps vs max and avg/.
Sure GTA 5 is the classic cpu heavy game and sure the i7 2700/7700 will get pretty much double on the min fps but other games depending on what game the difference would vary.
IPC/GHZ combined make the difference but it's subjective and will vary per individual game.
Long and short of it is why bother moving from an overclock 2700k to a 7700k for diminishing returns wait another couple gens down the road and see what's happening then.
But it depends whether a game is CPU or GPU intensive. Source games like TF2 can run 3 figure fps in max settings, but I am not familiar with Pub, which I think I heard is not exactly graphically optimized.
Consider at least 6 GB GTX 1060 if using higher resolution or multiple displays. But for single 1080p display there would be little difference over the 3 GB model.
VRAM usage depends on the game and graphics settings too bud, Not just Resolution.
3GB is not worth having with games getting more graphic.
You have to think about what they may want to do in the future, not what they currently want to do.
Pub means player uknown battlegrounds
The total amount of memory on video card is important but the newest video cards memory speed is much faster so less memory like 3gb gtx 1060 performs better than previous 4gb video cards
