Will an eGPU thunderbolt3 function on an USB 3.1 type c?

Depends what the Port really supports. Thunderbolt 3 is about 4 times faster then USB 3.1. But many USB-C Ports support TB3 and USB 3.1. In any case will any USB-C 3.1 be able to use TB3 at lower speed (when not supporting both), while TB3 wont automatically be able to use 3.1...

a bit complicated but short version. really depends on the port itself but in the end Thunderbolt uses 4 PCIe lanes while GPU's normally use 16 PCIe lanes...so in anycase expect far less performance then with an real GPU.

Yes and no. Type c uses a different connector and has DP and TB build in.

They are and they aren't. USB-C is a slightly better version of USB 3.1. It can do everything 3.1 can do and a little more.
