is non 80+ PSU really bad for gaming?
Yesterday, I bought a case that include a PSU and the clerk says its good but after I assembled my PC I read online that non 80+ psu is not just waste of electricity, but make pc's lifetime shorter. Is it true?

Depends on the quality of the PSU. A chinese firecracker PSU can certainly harm the hardware.
And i always doubt everything a clerk says. They just want to sell stuff. They have to make money, not happy customers.

80+ refers to the power efficiency rating; Bronze, Silver, Gold, Platinum...

The higher the efficiency (at proper load %) the less power waste.

What else would you buy? 80+ Bronze is like the bare minimum...

Yea if the Case included a PSU already, chances are it is nothing short of terrible.

It's kinda like crapshoot, it may hold up for 7 years or more if you dont put a lot of drain behind it or it may blow up in a month and set your rig on fire.
PSU's that come with the case are usually quite trashy and you cant really put anything more powerful the GTX 1050 Ti behind it.
Prob best idea to take it back and get decent case and separate PSU, bronze or gold certified, something like Seasonic, EVGA, XFX, BeQuiet.
500W would be fine for up to GTX 1060, 650W if you want to use something more powerful.

I only uses the pentium g4560 and rx 460 combo... Is it bad too for them?

Just hope the components are not completely trash, or you be looking at a ticking time bomb to when it explodes, and probably taking everything with it, but the risk is your to take.

It would most likely work if the PSU is at least 300W since RX 460 uses 75W and doesnt need extra power cables from PSU but the safety issue would still remain, cheap generic PSUs sold with the cases usually dont have the safety features that would prevent them from exploding or damaging the rest of the components in case of malfunction.

Honestly, I would not go below Corsair CX430
Unless we're on the subject of Server stuff, or HTPC builds w/ SFX PSU

For future education, what would you actually recommend for a typical gaming PC? What would you consider a good compromise between cost and reliability?

That depends on budget constraints.

If I was to make a suggestion based around quality and not budget; then I'd look at:
Corsair TXM / RXM series, EVGA or SeaSonic; something Gold Certified...

Now CX430 might seem like overkill for the OP's specs; but again, for best efficiency of that PSU spec, you want to hover around 40-60 % load area; too high and you can strain the PSU, and then also that efficiency goes out the window.

I'm not sure about efficiency going out the window.

https://www.techpowerup.com/reviews/Corsair/CX430_V2/5.html

Efficiency was constantly above 80% and peaked at 85.5% with 40%, of maximum rated capacity, load.
