Taskbar isn't working - Windows 10
Right so it's not just the taskbar. Cortana, the wifi button, start menu, calendar, notifications, sound button, and search bar do not work. As in I click on them and nothing happens. I am only able to ask this now because I had steam on my desktop. When I right-click on the taskbar, the only things I can do is pull up task manager, cascade windows, show windows stacked and side-by-side, and show the windows ink workspace button and touch keyboard button. The taskbar is locked and I cannot unlock it. I cannot access settings or control panel through normal means, if at all. Right before this happened, steam told me I had a password change and to type in the new one. I didn't change my password, so I typed in my old, and it worked. So that's weird. I restart my computer, and suddenly everything pinned to the taskbar is gone and I cannot pin anything to it and nothing on the taskbar works. My computer seems completely fine besides that and I think it's just a windows problem. I've tried restarting windows explorer in task manager, but that doesn't work. Help please?

I can right-click, yes, but when I clicked personalize it said there was no program associated with that or something, then I clicked on steam without closing it, then it closed itself and now my mouse is stuck doing that blue circle going around and around and stuff and won't click anything on the desktop...

Click the blue "download file" button.

Run fixwin,go to the Windows 10 tab and click the Fix button for "start menu doesn't open or doesn't work in windows 10."

restarted my computer after using it, and it didn't work.
run malwarebytes.
run spybot search and destroy.
run update antivirus.

You have virus/malware; EXE files are not being handled properly.
So usually that means infection, or corrupted Registry

Also run
SFC /SCANNOW
via pressing Winkey+X
Command Prompt (Admin)
