For gaming purposes, not really. You would need to replace the Motherboard as well as the CPU, as the Intel generations are different (2nd Gen Sandy Bridge vs 3rd Gen Ivy Bridge).

2nd Gen is a huge 75% bottleneck reduce over 1st Gen, with more direct access between CPU to memory as well as CPU to graphics processing. Additional generations above however only add an extra 5-15% overall performance and that's mostly just for multitasking / apps (plus possible extra features such as USB 3.1, DDR4, etc).

Memory on your current motherboard ideally should be optimal for gaming at:
1600Mhz CL9 (or lower) 1.5V DDR3 RAM

You would get much more performance out of a high-end graphics card, such as:
Nvidia GTX 1070

Then stick to 1080p resolution.

Optional: Add a Samsung 850 PRO 256GB or similar to use for Operating System and Boot drive.

You will find, you can max that out without much bottlenecking issues and it should be quite responsive.

Then if you do upgrade the motherboard+cpu in the future, skip up some generations to the latest (or 2nd latest) to make it worth while as it's pretty much a new build (then take the graphics card + ssd with you into that build). Keep in mind, your Operating System will deactivate it's current license on detection of new hardware such as the motherboard/cpu (depending if OEM, tied to hardware... or if Retail).

Well.. youd be able to utilize PCI-E 3.0 if you have that type of motherboard, but aside from that i really dont think there would be much if any difference.

No, it's not worth it, i7 2600 is the best PRICE PERFORMANCE CPU you can find. It will run even with a 980ti or 1080 (not sure about 1080ti but should run good)

This would depend on his motherboard as well though..

And considering he hasnt said its the 2600k, i would assume its a tad lacking of a motherboard.

NO. Ivy bridge isn't better than Sandy Bridge 9to be precise, it IS better, but difference is negligible) so only real performance gain will be due increased clock rate.

Here are the passmark figures for lga1155 -

There isn't that much difference between the two cpu's. The single-thread speed is nearly identical.

Changing to a 3770 would make very little difference - not enough to be worth the money. What would make a different would be fitting a 2600K or 3770K and a big CPU cooler. 3770Ks are easy to tune and overclock very well, and you should be able to reach 4.2 GHz with stock voltages and a middleweight air cooler. This would get you a massive power increase, assuming your motherboard supports overclocking.
