7700K frequency issue

hi, the problem is that i can´t run the 7700k stock 4.4/4.5 without getting a bsod the temps are ok i have to turn down ghz to 3.0 so i don´t get a bsod. i try clear cmos but nothing work. i have corsair h105 and the memory ram is ok i have tested with memtest 24hrs 15 pass 0 erros i tried remove the gpu but the issue persist try change hard drive try to reinstall windows nothing work i suspect it´s the psu someone could help ?
my specs are
7700k maximus ix formula 32gb dd4 gtx1080 corsair ax1200i

Sounds like the mobo or the CPU is broken. What error does the BSOD give you?

i get bsod so quickly i can´t see the message. but if the mobo or cpu are broken it´s not gonna turn on right?

This makes no sense, unless the CPU or Motherboard is faulty.

Is this a new OS install? If its an old one from old board, please redo it then.

To help verify the Motherboard is on correct settings, please Reset the CMOS, then go right into OS; not BIOS changes. See if that helps. If still boot issue, then ensure RAM is set correct. Don't change CPU.

Is your CPU overclocked? If no, whats the reason to underclock it? You said about "stock speed", do you mean turbo boost? If yes, you can turn it off (either using your BIOS or from OS) and run it at base speed 4.2 GHz.

i did a clean install after changed the mobo i check the ram try to put 1 stick at time but get bsod same way. have reset cmos too

no you dont understand it yet, i can´t run the cpu at default speed 4.2 or 4.0 or 4.4 or 4.5 i tried all this frequencys in the bios then i have turn down to 3.0 ghz then i finally enter the windows without a bsod. but the 7700k it´s made to work at 4.2 and turbo 4.5 stock. i tried change the vcore but don´t work

I'd have to suspect faulty CPU. Given what all was done/tried thus far.

CPU TDP doesn't really change when you adjust clocks alone.
VRMs aren't stress when using Stock CPU settings.

RMA the CPU, and/or motherboard, if you're unsure which one it could be, or take it to a repair shop, and let them figure it out.

Run memtest and make sure your RAM is running the XMP profile. Highly unlikely that the CPU is at fault.

Your PSU is literally twice as powerful as you need for a PC like that. 1200+ watt PSUs are normally only used when you have 3-4 graphics cards fitted, it's collosal overkill for a single GPU buid.

^this. if you (or the shop) have a spare compatible mobo, then you can test the cpu in it.
if it runs fine, then cpu is not the culprit.
if it exhibits same symptoms, then you got the evidence.

I tend to suspect defective CPU. Call in your warranty and have it replaced, if the new CPU you're sent fails then do the same with the motherboard.

Either press and hold the pause/break key or record the BSOD message on your phone etc.
Having the error code could save you lots of time potentially RMAing a CPU that may not be the issue.
