- Make sure your PC is not infected with malware, run Malwarebytes[www.malwarebytes.nl] and Hitman Pro[www.surfright.nl].
- Wipe your GPU drivers with DDU app[www.guru3d.com]DDU app and then download the latest version from your GPUs manufacturers website (AMD, Nvidia or Intel)
- Make sure your monitor is plugged in to the GPU and not in to the motherboard.
- Check your CPU and GPU temperatures while ingame to make sure this is not caused by overheating. Report back with the results.

Playing games as volatile as Rust,GTA and CS I would put money on an infection. Just saw you have a TB mechanical HD, half of my money is on that now.

Run CHKDSK and Diagnostics apps on your HDD

Install Malwarebytes 3.x, update, do full scan

Make sure you have at least 15% unused space on your hard drive.

What for? Dislike SSDs HDDs don't need any free space to run at full speed.

Temporary file storage.

SSDs don't need free space to run at 100%. The free space is used for wear leveling.

SSD need to have free space to any write. Because of that some SSD volume is hidden and not accessible to end user. But in case of insufficient reserved space SSD performance starts to degrade. So its always good to keep some free space on SSD.

Seek time when reading fragmented files and also writing temp files to disk when available space is scattered all over a nearly full disk.

In such case its enough to suggest OP to defrag his filesystem. But that cannot cause frame drops. Only lags like temporal freezing.
