Wake on USB is an option in the BIOS/UEFI, check whether it's still enabled.

Shouldn't have Wake on Mouse; as then it could wake on mouse movement.
Have this on for Keyboard, then press space bar or winkey

The BIOS doesn't matter; all that power saving crap should be disabled.
Its done inside the OS; Power Options > Edit the power profile

bad_motha thanks for responding to this post. are you saying this is a trivial problem and just leave it the way it is? thats how it sounds but correct me if im wrong. i agree about the power options i have it set to high performance.

another thing i wanna mention, i called ibuypower first so i did not have to bother you guys. he asked me what the problem was i told him about the mouse not waking up the pc and he said, "you have to contact the manufacturer of your mother board" i said, why?! is it defective? and he hung up on me. why the heck would i call the maker of my mother board when its still under warranty with ibuypower? how rude! im not gonna bash him but i will say this, my gaming pc has no symptoms of a bad mother board. unless he meant they have to guide me through those steps of correcting the issue.

Change Power Options > edit the profile > USB suspend = Disabled

I have that on, and it doesn't wake on movement, just on button press. At least, that's when the pc is turned off, not sure about sleep mode.

Also, that may depend on your make and model of mouse.
