500Hz is enough for any compititive shooter.
I'm not going to comment on the lower DPI/higher sens vs higher DPI/low Sens. Sure others will explain pros and cons of each along with their personal preference shortly.
FYI my DPI is 1200 with a sens of 0.85 in CSGO but I have mouse setup so I can easily adjust it to 600 DPI while holding a button on a Logitech G502
My polling rate 1000 at all times and I never noticed a performance hit when i changed it after getting the mouse. I doubt you'd notice a difference even on a weaker cpu. Only way to know is to change it and try.
If temps are fine with a Stock cooler there is no need to buy an aftermarket cooler. Only buy an after market cooler if temps are hotter than you like, you intend on overclocking or your stock fan is noisy and you'd like a quieter fan.

I use HWmonitor see both CPU and GPU temps as I can leave it up on second display. I believe you can have temps and things overlayed while your ingame using Afterburner.
Even when you download from an official site it's always wise to scan the file with a virus checker to be safe.
Normal cpu/gpu temp for csgo or any other game will depend on your cpu/gpu, your cooler, case, airflow, ambeint temp capped/uncapped fps. So 'normal' is had to say lol. Your CPU will start throttling down at 95 Degrees Celsuis but you shouldn't really be exceeding mid to high 70s. If it hits 80 you should improve your cooling.
