960 will be able to drive both displays @60Hz yes but not 60Hz and 165Hz I dought
Yeah you can use a 165hz monitor no problem but your GPU is weak, games will not run even close to 165fps at 1440p so buying a monitor like that is a waste you are better off buying a new GPU and maybe upgrade to 16gb RAM if you haven't already.

does my gpu run the 165hrz only with out the another one ( 1 screen)
?
No, not worth the money.. 4gd5 or 2, the gtx 960 isn't the best for 2x2k.. low bandwidth and blah.

what is the cheapest
gpu can run this
To profit from a high HZ monitor your GPU need to be able to play the games at a FPS close to that of the Hz of the monitor or you will not see any difference between this monitor and you old one.

Hz is the amount of frames a screen can draw every second if you have a 100hz monitor but all your games run at 60fps you will see little difference between a 60hz and a 100hz monitor.

Your GPU is weak and isn't going to play games anywhere close to 165fps on 1440p, buying that monitor is a waste of you money if you can't fully utilize it.

Buy a better GPU instead.

If you use one 60hz monitor and one 165hz monitor both can run at their native refresh rate.

Yes both are good. Buy the cheapest one. You should wait for price drops those GPUs have become very expensive due to shortages.
It should be able to run 144FPS for competitive games but I would recommend a G-Sync monitor if you plan to buy demanding games, otherwise you will constantly be capping your FPS with third party software to prevent stuttering.
a 960? not unless its an old game. if you want to play current games at 165fps, you will need a gpu with more power, preferably a 1070, but because of miners, they're like 500-700$ so i would get a GTX 1080 because its more power for literally the same price.
You sound like you're in a bit of a rush here mate, slow things down a little and save up the smart way and maybe upgrade both your monitor and your gpu at the same time, and get good ones. Chasing rainbows isn't a good thing to be getting into especially if you can't realistically afford it.
