CPU running on 0 percentile? Please help!

thats a faily old model of cpu..has it been cleaned lately..it could be thermal throttling and that may be why your seeing poor benchmark results.

But even in games it's worse than my previos i3 4170.

Post cpu and gpu loads and temps. Check your drivers.
