All of the rest so far do, even the 1500X
I have heard that the wraith max cooler only comes in OEM builds or prebuilds. Not 100% sure if it the wraith max won't be available in retail CPUs. The 1800x/1700x cames without a cooler, my 1700 only came with the Spire.

1800X, 1700X, 1600X = No Cooler for Retail Box purchased CPUs, get a quality after-market cooler. Like you'd expect to do if you were building your own system around an Intel K CPU.
1700, 1600, 1500X = Wraith Spire
1400 = Wraith Stealth
What confusion? The higher end CPUs shouldn't come with a cooler, cause that is a waste on AMD's part to which a majority of those CPU buyers would get a better cooler, which is recommended. OEM Builds are going to go that cheap route, so AMD provides those with a cooler.

AM4 design for max power draw = 128 watt.
Ryzen 7 1700X and 1800X claimed TDP = 95 watt.
Wraith Spire cooler supported TDP = 95 watt.
Ryzen 7 1700 locked to max power draw off = 90 watt.
Ryzen 7 1700 claimed TDP = 65 watt.

Ryzen 5 1400 claimed TDP = 65 watt.
It was just odd to see, but given what we saw Intel do regarding 6th Gen and 7th Gen "K" model CPUs, it does make sense as to why.
Take it with a grain of salt, as it may not be true.
The 1700X/1800X were supposed to come with a cooler in the multipack. I'm wondering, if a later batch or just cancelled.

Wait until the BIOSes get ironed out beforehand, unless you're impatient.
