My pc suddenly started making weird buzzing noise and shows white screen
I was watching a movie and suddenly that happened and every time I turn it on or restart it it still happens

Sounds like a important cpu or gpu fan is about dead so the next time you boot it up find what one it is and replace it if you can and hope it did not overheat enough to permanently damage it.

What Operating System do you have?

On Apple products, white screen 'o death usually means a bad hardware problem. You typically see it if you drop your Ipad off a balcony onto concrete.

On a Windows PC it's much more innocuos, try restarting the PC and see if that helps. With Windows it's normally just a software bug.

I tried restarting it, deleting recently installed programs, running it in safe mode but nothing works

Is this a PC or a Mac, OP? It's important, White Screen means different things for different systems.

Depends on what the noise it's making? On most occasions, it's likely a PSU failure. More details on the noise, and where it seems to be coming from will help.

Its coming from the speakers not from the fans or anything in the pc case, but that was on the first time that happened, now when i start it opens blue windows 10 screen where i can choose some options, i tried all and still nothing,

From what I read, White Screen on Windows usually means the OS has failed. Try reinstalling Windows and see if that helps at all.

I bought a new card rx480 8gb, it barely fit but it fixed the problem
