for example a 1050 ti costs 140 a 1060 6gb costs 240 and the 1060 is 87% faster
the 7600k and the 7700k single core speed are nearly the same the 7600k is only 7% faster
So for me a i7 would be ideal. I make 3d graphics both animated and static. Etc. I also edit videos and what not so for me it would be a good upgrade.
Granted im not an expert. But i have built my own pc. Iv built 3 yes its not many but still im not stupid.
cpus actually arent stressed that much harder in higher resolutions compared to gpus which need to process 50% or 100% more
a 7600k would easily run any game at 2k or 4k if it has two 1080s
oh and also about arma 3 the 6700k will give you 4 more fps than the 6600k i dont know about you but id rather not spend $25 to improve the framerate by 1

heres a 1440p benchmark

There aren't a whole lot of games out there where the i7 provides a big benefit (as in a huge fps increase) over an i5, or in some cases an i3.
In many games you won't notice a big difference between the 2 if any. The GPU is the biggest factor in games anyway.
When multitasking, video editing or streaming, then one might benefit from the extra threads on the i7. Not that the i5 is incapable though, as you can still do the above with one.
For directx 12 yeah i7 would be a good idea. I cant run directx 12 i have it and all that since i can play rise of the tomb in dx12 but i drop from 80fps to 26fps.
Any CPU comparison with games prove this.

The difference in games is as said irrelevant
When it comes to multi tasking while gaming then yes, the i7 will do some what better.
But in gaming as a whole, the difference is too few to matter.
Now we are all right AND wrong. Depends on what you need it for. Playing cod a i5 is more then enough.
also i7s arent 8 cores
also more than 95% of computers have 4 or less cores and 47% have 2 cores most developers will optimize games for that majority
and while dx12 and vulcan will use the threads better it will still not be worth it compared to using that money to get a better gpu
