do you want to build a new gaming pc?
if yes then whats your budget, what games do you want to play at what resolution and what settings? does your CPU still work and the cooler? what cooler is it? whats your PSU? also still a HDD and optical drive availible? does your RAM still work, what RAM do you have?
Do you want just to repair it?
then buy the same MoBo/a MoBo with Z170 or Z270 chipset. waht else is broken?
well he should upgrade to Win 10 anyway... and he can use his Win 7 COA (unless he doesnt have that sticker) to activate Win 10 up to 3 times.
Then clean install Win10 and use the Win7 product key to activate your Win10
My dad and I are repairing a PC with a fried mobo. We're trying to keep the old 128 gb SSD with Win7. We haven't got a GPU yet but the on board graphics of the GIGABYTE G1 Gaming GA-Z170X-Gaming 7 (rev. 1.0) LGA 1151 Intel Z170 HDMI SATA 6Gb/s USB 3.1 USB 3.0 ATX Intel should be plenty for the time being. Whether we game on it or not.
Everything booted up ok as far as we can tell. The CPU fan spun slow and very quietly. It's been 7yrs since my dad did a build and he's a bit rusty to say the least. The problem is we can't get any video on the monitors that we tested on. We started using HDMI to a small DVD/tv combo then a PC monitor then TV but no video or signal went to those monitors.
We've done some web searches but no luck. Perhaps the old SSD and/or win7 has something to do with it but that shouldn't affect the signal to the monitor right? It can't be a dip switch can it? Maybe a 3rd round of combing thru the manual Gigabyte's site? Isn't the system suppose to be able to run w/o an operating sys anyway? In any case there's no signal getting out of the mobo's HDMI slot labeled HDMI 2.0. The HDMI cable doesn't fit in the DP labeled slot.
This was to be a repair build and still run win7 doing and whatever games it can handle such as: Portal, BlackOps3, Terraria, COD, Skyrim, Minecraft etc as well as family history, audio, video and scanning work because someone here can't stand Win10. We bought parts for a complete new gaming build that includs a Samsung 500gb SSD. It looks like we may have to use it on this repair. The win7 disc was severely cracked and now we can't find it. So perhaps it's win10 and the for the new 500gp SSD for the repair build. We have a few CoA labels for various versions of Win7-8 I think we can use to get W10 upgrades.
FWIW, Here's a list of the new parts we put in it. I guess the only old parts are the DVD, 128SSD and 750w Corsair Power supply.

Why are using small DVD/tv combo inbetween your computer and monitor. What is it ?
Can you enter bios, does it post or do you mean you get no video once you try run win 7 ?
Can you enter BIOS ?
You claim "Everything booted up ok as far as we can tell." But I am wondering what this actually means ?
What we need to know is does the computer POST Boot and can you enter BIOS ?
Also check if RAM is in correct positions or even use only one stick until you achieve post boot.
Also check if motherboard is seated correctly for example if you have one screw holders in wrong spot and touches the motherboard this can cause non POST boot. Having CPU cooler incorrectly fitted can also cause it.

How exactly? Its a socket, you open it, place the CPU carefully and correctly, and close the socket. Then install the Cooler.
Everything is keyed and labeled, it's not rocket science, kids can do this.
