And you need to read better, OP asked if he can use a who know what intel stock cooler on the i7-7700k. Running PUBG will be 100C if that cooler came from an i3 or pentium. NH-D15 is 250w TDP, i3 stock cooler is like 55w TDP.
Did you actually read his latter posts? He asked if the Hyper 212 can OC or is he going to need a better cooler.

that is implying that you believe that Big Boom cant read and starts talking about stuff that wasnt asked. I call this an agressiv behavior and a bit insulting as you say that he cant read.

Control Panel Panel --> Hardware and Sound --> Power Options --> Change plan settings --> Change advancded power settings -->Processor power management --> maximum processor state .
simply change it from 100% to 99% should disable turbo boost, you can experiment with different % to find the best performance per watt. The % are based off the base clock not the turbo clock and their is a frequency that the processor will not drop below. It's pretty effective way to reducing heat and power, everyone running Windows could test this out if they wanted to.
That's fine, I have heard PUBG can push 100% CPU usage on i7-7700k because of unoptimisation so it's plenty fine temp wise. You could overclock it a bit more.
