And what are all of the rest of your PC System Specs?
If you're playing at 1080p, then I suggest turning the game visuals down.
However that will only help so much, since this game needs a strong CPU.
Changing GPU clocks can't really hurt anything; either it will be stable or it will not.
As long as you don't mess with Voltage, then no real harm can come to the card itself.
But I still dont understand why the suggest underclocking and not overclocking. Why do the recommend to lower systems performance?
The Fatal error im getting is "D3D device lost, hung". I have screen shots but dont know how to post them in here.

To share via SPECCY, load that up and wait until the loading circle in the far lower-left has stopped. This means the entire system summary has completed loading. Click File > Publish Snapshot > Copy to Clipboard > Paste the link to share.
SPECCY can be more helpful sometimes, due to the fact it shares more info.
Such as a complete break-down of Device Manager listing; as well as OS Services and Processes; which can be helpful if perhaps you have conflicting software, or maybe even something questionable running in the background, like a possible virus/malware.

Honestly you shouldn't "need" MSI Afterburner, unless you wish to have that for what features it offers; such as Monitor OSD of everything the CPU/GPU is doing, modify fan-curve, clocks, manually control gpu fan speed, etc.
I would start with downloading the latest Drivers for Intel Chipset INF and NVIDIA GPU Driver Suite (not Geforce Experience); then download and run DDU. Load up DDU and select Safe Mode > Restart. Once in Safe Mode, select each brand (AMD, Intel, NVIDIA) and do "Clean but do not Restart" for each. Once all is completed, Restart normally. Then install Intel Chipset INF, reboot as needed, then install NVIDIA GPU Driver. If you do not need or use Geforce Experience, click Custom during NVIDIA installer and only select Forceware and PhysX; and click the "Clean install" option. Reboot when it has fully completed. Then configure NVIDIA Control Panel, such as setting Power Management to Prefer Max Performance, and Apply. Now try your game.

Just trying to understand.
Your system probably has gone through update after update; that is usually where these kinds of issues arise. Anytime you change driver, you should uninstall the old, reboot and install the new. The DDU APP basically wipes out all of that, and the info linked to all those files from the Windows Registry. Basically how the OS would be when installed fresh; only where the Motherboard Chipset and the Graphics Card (GPU) Drivers are concerned, as if they have never been installed yet.
For testing purposes, I'd install NVIDIA GPU Drivers without Geforce Experience in any sense at all; this way we can rule out this as a possible problem, since it is a very buggy Service/App.
