No you can not do that. The Dell Optiplex is a very old PC. You can not put a modern i5 in it because the motherboard uses a different socket (Translation= It will not fit). It doesn't have enough RAM for gaming you would need at least 8gb and 16gb is recommended. And the CPU currently in that system is not be powerful enough to supply data to the GTX 1050 resulting on a huge bottleneck. You will need to build a whole new PC.

You can still upgrade it. Check if you motherboard supports 8gb of RAM and if it does upgrade that. Get a used q9550 or q9650 CPU. Install a 64bit OS on the machine. And get a RX 460.

Can these be overclocked?

If you motherboard supports it yes the CPU can be overclocked.

But do make sure that all these components are compatible with this PC because I do not know what version of the optiplex 745 you have.

If the machine is working right now install SPECCY on it and copy/paste the system specs to this thread.

I have not looked up the Optiplex 745, but I have an old Optiplex 755 mini tower (largest box in the series) and while it has a PCI Express slot, it is only 1.0A and does not even have room for a dual slot graphics card (CPU fan shroud is in the way). Apparently that slot is just for a low end single slot card to add DVI. Optiplex models smaller than mini tower do not even have room for a single slot full height card or might have less than 75 watts to PCIe slot.

Likewise I have an old Dell Dimension 4700 probably about the same age, but it just has single core 3.2 GHz with hyperthreading (2 threads, but no 64-bit support). I put my GTX 750 Ti in it and it would pause frequently just trying to stream videos on a real 720p display (1280x720). While PCIe 3.0 works fine in a PCIe 2.0 slot, I wonder if PCIe 1.0 is just too slow to sync with PCIe 3.0. Even when I switched to my old GTX 550 Ti (PCIe 2.0 in 1.0 slot) I had to reduce streaming video to 480p to play it smoothly.

The only good thing I can say about it is that the 305 watt Dell OEM PSU had enough power with (2) 4-pin drive connectors to 6-pin graphics card connector to easily power the 116 watt GTX 550 Ti so it could probably easily power a GTX 1060. My desktop PC with i5 650 3.2 GHz and GTX 1060 uses 210 watts max (measured AC input).

However, I hear that it is not easy to switch out the motherboard of an Optiplex because they use some nonstandard connections, so it may not be possible to upgrade it with motherboard, CPU, RAM, etc. Might as well build a whole computer from scratch.
