The OCZ psu and 970 extreme 3 aren't the greatest of quality for max overclocking.
If you can get 4.2ghz stable be happy with that.

i want a stable oc on 4.4 or 4.5 ghz not to high because of the temps

If can get voltage down, would be better.
An extra 100-200Mhz will not make much difference, especially if you need such a jump in voltage to keep it there in a stable manner. As then all you end up doing is killing the CPU faster and creating heat when you don't need, or shouldn't be doing so.
But what are the cpu temps under load like P95 or handbrake?
My termal margins averaged 62 idle to 54 planetside2 playing at 1.275 volts 4.2 ghz
Thermal margin tells you how many degrees are left till you hit overheat. So 62C means you have 62 degrees left till you get too hot. A lower number is worse
Little high for my tastes, 61c is the threshold but if it's a disposable chip where you don't care if it lasts that's fine.
