Overclocking only showing in BIOS, but not Windows! Help please! - PROBLEM SOLVED!
So I overclocked my Q9550 which is normally at 2.83GHz to 3.40GHz. For a couple of days it stayed at 3.40GHz and I could run CS:GO on an average FPS of 180. But today, I turned on my PC and looked at CPU-Z and it says my Q9550 is at 2.83GHz. It also performs worse, in CS:GO, I'm only getting 130 FPS now. Anyone help? I'm also getting lower FPS for all my games. I would really appreciate it if someone helped me. Thanks.

Then reboot and check the BIOS, it probably reverted what it deemed and unstable OC.

In Windows, make sure Power Options is on High Performance if you want to enforce the full clock. Otherwise apps like CPU-Z might not reflect that until the CPU is under a heavier load.

Either your overclock was unstable and the PC was unable to boot so it reverted back to the standard settings or you need to replace your CMOS battery it might be empty causing the BIOS to reset.

My BIOS says it is at 3.40GHz but in Windows it isnt. My power options were already on High Performance.

But I restarted my PC and checked BIOS, still says its overclocked to 3.40GHz. Any help?

Then the overclock is not stable either increase the voltage or lower the muliplier to find a stable overclock.

Ah ok, I'ma do it now. I will tell you if it works.

I lowered it to 3.20GHz, but still no luck. In CPU-Z it shows 3.20GHz for a second then goes straight down to 2.83GHz.

Right, so leave CPU-Z open, run something demanding, like a becnhmark with CPU-Z off to the side so you can see both running at the same time; see how it does.

Also, try clicking Validate > tick Extreme-OC box > Submit
See if the validation reflect the correct CPU Frequency once posted

I did the validating task, it shows me all the data and stuff. It says my frequency is 3.20GHz in the new tab it opened when I submitted.

MATE YOU FIXED IT! THANK YOU SO MUCH! IT WORKS NOW! ITS 3.20GHZ! YESSSSSSSSS! THANK YOU MAN!

Ok now try it again after re-applying the OC back to 3.4Ghz

But yea some CPUs are like this, where it just might not push that OC until it's under a sustained high load.

Yeah, I did it back to 3.4GHz. It seems like my CPU only wants to go to 3.4GHz when I'm gaming now. But I don't mind at all because I'm now getting 180 FPS average in CS:GO! :D Thanks man, means alot. You're a huge help to the community. :)
I have a q9550. The oc is the max frequency. It doesn't run at max all the time. I could oc mine to 4.0 but temperature was an issue. 3.4 should be stable.

Ahhhh, now I get it. Thanks for clearing it up for me. :) Big help.
Intel Speedstep

OC is only used when needed, which helps keeps temps low and power usage low.
+ if you have stepping C1 or E0 - it not OC'able - in back in 2008 on first bios and mobo for Yorkfield it even not boot at all, then was released bugfixes that reset OC on this steppings

Ah don't worry, my problem got solved. Thanks for your help anyways! :)

It was enough to disable Intel Speedstep in BIOS to fix the problem for me.
