DX 11.1 is Platform Update for W7
DX 11.0 is Update for Windows Vista for x64\x86-based Systems (KB971512)
You generally can not do offline installers if you have Win10; cause things like dot-NET Framework, to install this requires Win10 get this from Windows Updates.
If his games are already on the system fully; like JC3 for example; then the DirectX Redist and any needed Visual C++ Runtimes are already included in the game folder, just go there and then run the installers.

*For 64bit OS, install both versions of any Visual C++ Runtime you need (both x86 and x64)
After reinstalling DirectX, Visual C++, etc... Restart Windows and then try loading into the Game (or other App that had errors before) and see that the issue is cleared up.
