212 evo is the best budget cooler available as long as you do not plan on doing some serious overclocking the 212 evo is more then sufficient.
First thanks so much.

I have serius fear on liquid cooling idk but was looking into the Corsair h60? Idk What do do idk i dont need too much Overclock. Iguess just 5 GHz more?

It won't do 5.0 GHz, it certainly can do 4.8 GHz. If you want serious air cooler look at dual tower.

If you want 4.9Ghz just slap two Noctua fans on it for push/pull configuration. 5.0Ghz+ is kinda dual tower area.

You don't need to overclock the 7700k unless you are playing at 4k or if you want to squeeze every last bit of preformance out of you CPU to gain a couple of FPS.

I think you can overclock maybe 200-300mhz with the 212 get a Noctua NH-D15 if you plan to overclock to 5ghz.

It really depends on your chip as well. I would think half of the chips won't push beyond 5.0Ghz without Custom loop liquid cooling.
Ok thanks so with a 212 ? Only that but What think about coolerwater? I have fear about that type of cooling idk how Will be the maintenance. Some guy recommend me the cryorig h7 . But on my country i only can get the 212 There is a límited market.. they only sell the 212 and all water coolers

AIO coolers do not need maintenance. Look at AIO coolers like the NZXT Kraken X62 or the Corsair Hydro H110i.

You should not have any problem getting PC components in Argentina just ask at any local PC shops they can probably get most of this stuff from their suppliers.

Don't waste your time with sub $150 liquid coolers.

For an i7 you want something above/beyond any Hyper212
If they don't have H7 get 212X US version. Honestly that one is fairly close to H7 performance and test proven even better than H5 on LGA 2011 socket.

It also comes down to the fan and Noctua beats them both by a large margin. Lots of people use Noctua fans on those coolers.

212X is not much different then 212-EVO
No point to pay more for the 212X

Why speak upon LGA-2011 regarding this?
212X has better heatsink than 212, better socket mounting, and US version has better fan. Just pointing out that 212 has more socket compatible in case OP ever need to move to Broadwell-E or even Skylake-X. H7 is not. H5 is supposed to do so but doesn't perform as well for an even beefier cooler.
Well in US, the H7 cooler is around the same price as 212X so I think the choice would be more clear based around that.

Because US version is very close to H7 performance. Honestly at that point it comes down to preference.
New Scythe air cooler is out that performs well and is fairly priced: http://www.tomshardware.com/reviews/scythe-fuma-scfm-1000-big-air-cpu-cooler,4986-2.html
