If you did a windows reset you'll probably need to dl your mobo drivers and install them.

That's where ^ you downloaded from and you updated your win 8 to win 8.1? Did you take advantage of the free win 10 update last year?
Ps, I don't see how not having the gpu drivers installed would halt your downloading or blue screen you.
Note: Windows 8 and Windows Server 2012 include the .NET Framework 4.5. Therefore, you don't have to install this software on those operating systems.
