R9 280 driver issue (I think)

I gave my friend my old PC and when i reset windows to factory settings I lost all the drivers for the graphics card (R9 280) I updated windows 8 and tried to download the amd drivers off their site but i kept getting an error each time and that they were partially downloaded.

I knew he wanted to use the pc through his tv so I tried it on my tv and it worked ok even with the screwed up drivers but when I set it up on his tv the desktop screen was all messed up, I unfortunatley didnt think to take a pic of it but basically it was a really low res zoomed in on 2 google chrome shortcuts side by side (there should only be one) and like greenish stripes glitching across the screen.

My friend said it was just because his tv is ♥♥♥♥♥♥ but he plays his ps4 fine on it so im assuming its the drivers, also the boot up screen appeared on his tv like normal. I tried multiple times to download the drivers and even got a bluescreen. Is there somewhere I can pick up the actual disk for the r9 280 thats how I installed them the first time.

So to get this clear there's only the tv plugged in via hdmi?

And you've topped off all the endless windows updates?

If you did a windows reset you'll probably need to dl your mobo drivers and install them.

That's where ^ you downloaded from and you updated your win 8 to win 8.1? Did you take advantage of the free win 10 update last year?

Ps, I don't see how not having the gpu drivers installed would halt your downloading or blue screen you.

Sounds like you're missing Motherboard drives and .net frameworks. That would explain the inability to download things properly.

Crap I never thought about mobo drivers, how do I download .net frameworks?

I have a really old HDTV that only has a DVI port and only supports certain resolutions, like 480p through 1080i. Your friend may have something goofy like mine and that is why you had better reults at home, why it works with his PS4, etc.
