PC's arent powerfull enough for 4k gaming yet. Also make sure you have anti aliasing filters turned off.

A single 1080 will struggle in 4K you have two options though.

1) Get another 1080 and have an SLI set up
2) Get a GTX Titan XP or get a GTX 1080Ti (which performs identically and even sometimes better than a TItan XP).
So you have Pascal version of GTX 1080, that's very strange...!!! Never seen anything like it....!

For what?
I have sli 1070's on an amd fx 8370 in win 7 64 and I game at 4k, I get 40-90fps in doom maxed out with aa @ 2160p, and around 100-120fps in gtav maxed out (no aa, just 2160p).

For ♥♥♥♥♥ and giggles I cranked up the resolution to 16k (4320p via dsr) and gtav looks fantastic but only plays at 23hz, older games were more forgiving and were playable at 16k. I guess what I'm saying is that pc's (at least amd fx pc's) are more than capable of 4k gaming right now.

Your 1080 should be getting you in the range of 60fps @ 4k in doom, what games are giving you issues? You may need to run msi afterburner and add a custom fan profile, or your psu might not be enough for your system.

Also, are you using a display port cable or are you trying to use hdmi 2.0? If it's the latter make sure the cable supports hdmi 2.0. Any display port cable is fine for 4k.

DOOM is fairly easy on hardware ^, depends on the game.

To me going 4k is a bit premature with what single gpus are available, a gtx1080 with 1440p would've been more realistic.
The 1080 isn't really good for 4k gaming unless you run them in SLI. You should be playing at 1440p with a single 1080.

Certain well optimised games such as Doom will most likely run great on a 1080 at 2160p but if you want to game on newer releases at 2160p while maintaining 50-60fps you will either need to run SLI or get a 1080 ti.
Few little things unrelated but i would get a better cpu cooler and psu and overclock the 7700k
This is your problem here i believe. Power Supply: 450 Watts - SilverStone ST45SF-G SFX12V 80 PLUS GOLD ACTIVE PFC Power Supply
You need over 500W.

Well but it is a Gold PSU it will be barrel scraping but it should work fine.
DDR4 3000+ is needed to run an i7-7700k at full speed. 20% potential fps improvement over 2400.

And increase the gpu capability.

Not with a 450w psu he's running stable now, cpu+gpu is about 271w stock.

http://4k.com/resolution/

For ^ the more visual a chart ^ 4k = 4 x 1920 x 1080 res.
