Few little things unrelated but i would get a better cpu cooler and psu and overclock the 7700k

Not with a 450w psu he's running stable now, cpu+gpu is about 271w stock.

http://4k.com/resolution/

For ^ the more visual a chart ^ 4k = 4 x 1920 x 1080 res.
Well i myself suspected on PSU because i can run all of my games pretty much close 60fps on max settings without any aa at 4k ( considering he has better gpu than mine). It could be heat as well since CPU cooler is stock.

Yeah i know, im suspecting that intel certified cpu being possible cause though.
It's a prebuilt PC, the cooler is probably aftermarket but as helpful as always prebuilt tell you jack all about the brand and model.

This is your problem here i believe. Power Supply: 450 Watts - SilverStone ST45SF-G SFX12V 80 PLUS GOLD ACTIVE PFC Power Supply
You need over 500W.
Well but it is a Gold PSU it will be barrel scraping but it should work fine.

Nothing wrong with gold PSU and that just refers to its power efficiency and has nothing to do with power output. Meaning it's still 450w wether it's a gold, bronze etc. he should be running a 500w power supply at least though and running at 4K will tax the system.

I have a 1080 and game at 4K. I can max most games as well. Your triple A titles like witcher you just need to turn down AA and a some minor settings to run at 4k60. One 1080 is plenty for 4K just don't expect to max your graphical games.

PC's arent powerfull enough for 4k gaming yet. Also make sure you have anti aliasing filters turned off.

First of all
This is not true.

Secondly
450w PSU may be pushing it

Thirdly
Using a STOCK CPU Cooler, that may have to do with CPU temps and downclocking.

Other thing is to try DDU to clean the NVIDIA Drivers
CUSTOM Install the latest drivers and ONLY select the Driver and PhysX, Nothing else need be installed.

Single card is not 4K ready yet. Look at GTX 1080 Ti, even a well optimised 2+ years old game like TW3 or even older Crysis 3 you can't max setting and get 60 fps solid. What about 4K 120/144Hz monitor coming up?

That system as a WHOLE is fine for 4K, but it depends on the graphic settings and the game.

Not for the average Pc most people have. Using your logic I could say that Pc's have been ready for 4k for at least 4 years if you would spend over $4000 for a pc with 3 gpu's in sli..

Wrong. I own a 1080ti and manage 60fps on ultra at 2160p. Obviously it all depends on the optimisation of the game but a single 1080 ti is more than capable of running pretty much all games I own at 40-60fps at 4k.
Even benchmarks online say a similar thing when it comes to TW3 on a 1080 ti.

There are a few exceptions such as deus ex mankind divided as an example which runs terribly even on a 1080 ti at 4k. Mostly hovers around the 50fps mark but I found I got a ton of fps drops to as low as around 36fps at times.
The game even has a memory leak.

I specifically was talking about the OPs PC

I have sli 1070's on an amd fx 8370 in win 7 64 and I game at 4k, I get 40-90fps in doom maxed out with aa @ 2160p, and around 100-120fps in gtav maxed out (no aa, just 2160p).

For ♥♥♥♥♥ and giggles I cranked up the resolution to 16k (4320p via dsr) and gtav looks fantastic but only plays at 23hz, older games were more forgiving and were playable at 16k. I guess what I'm saying is that pc's (at least amd fx pc's) are more than capable of 4k gaming right now.

Your 1080 should be getting you in the range of 60fps @ 4k in doom, what games are giving you issues? You may need to run msi afterburner and add a custom fan profile, or your psu might not be enough for your system.
Black Ops 3

The Corsair H80i v2 liquid cooler is a good investment.

In that case have a look at Noctua products, if you don't care about looks & want the best performance that is. I've heard only good things about Noctua.
