Is MSI Afterburner good
I just got my first pc that I built and everything runs but I got concerned when my GTX 1070 7gb stopped the fans and it scared me but I found it it's a thing called afterburner. Should I keep it on or not and with it on will I still get 100% of the cards performance.

The fans will only turn when they need to. The card does that to reduce noice. And MSI afterburner is for overclocking or monitoring temps so you don't need it. Just let the fans use their standaard setting.

New GPU's usually come with a disc that has the drivers. but it is recommended that you download and install the most recent drivers from the Nvidia website[www.nvidia.com]. But first remove the current installed drivers and msi afterburner.

What if I bought my 1070 off someone who used it in their computer so I don't have the disc and stuff, because this guy had a brand new 1070 he used and he doesnt use the computer anymore and doesnt play demanding games so he already installed stuff onto it

So when I boot up my pc and get windows running I should uninstall everything and do a fresh reinstall of MSI Programs online?

You only need the NVidia driver no need for any of the MSI utilities.

If you are swapping the 1070 with your current graphics card then I would
1. Download latest Nvidia driver
2. remove the currently installed graphics driver using a tool called DDU.
3. Turn off PC and swap graphics card over.
4. Turn on PC and install latest Nvidia driver.
5. If you want to overclock your graphics card use MSI Afterburner.

Most newer NVIDIA GPUs have it so the fans only spin up when the GPU needs to be cooled
Fans not spinning until that happens is normal with 10 series GPUs.

Dont force the fans to spin up using Afterburner if they dont have to
The fans are working as they were designed to.

Yes it's gud. I use it for looking my temps and stuff. I also have my own fan speed curve setup with it
