[Solved] Strange static noise coming from headphones.
After I replaced my power supply so I could get molex cables to plug into my new graphics card, if I put on headphones it makes a weird static-like noise. I also hear something when I scroll or move my mouse over clickable items.

Dell Inspiron 3847
Geforce GTX 1050 TI
intel i5-4460
Realtek HD Audio

Sounds like poor Power Supply and/or Ground

What is the power supply?

If you are replacing Power Supply, then you shouldn't be using any molex adapters; the PSU should have enough PCIE GPU 6pin / 6+2pin plugs on it already for your GPU.
My power supply is 400W

Is this when you plug the Headphones/Speakers/Mic into the Front Audio on the Case?
Did you try the rear audio ports only?
I ususally plug them in the front because I get no problems, but now since the noise is there, I plugged it in the back and I get the same result.

Ok, so I got a new one that arrived in the mail on thursday, and I hooked it up. This time I could hear sounds like youtube videos and such, but there is a minimal white noise.
a slight bit of white noise when the volume is cranked up can be rather normal; however flutters when scrolling or moving the mouse, or random static type sounds are not.

If you are using Front Panel Case audio connection, try the Rear connection and see how they differ. Since most Cases do not offer good shielded on the front audio connections.
I plugged my headphones into the back, and there is still a little bit of static/white noise. It's more bearable than having no sound and just static though.
Try looking in Windows Playback/Recording
> Speakers > Properties > Levels
See if Muting anything helps that you do not need, such as AUX, Line-In, etc...

I disabled anything useless, and downloaded the latest audio drivers, but it still has static. I guess i'll just live with it or go to a repair store to figure out the problem.
Does the system actually have a Front Audio connector cable?
Could try disconnecting that from the Motherboard, as if that has poor shielding already, it could send noise to other parts of the Motherboard, such as the rear audio connections.
It has a front audio connector.

In that system, should be a yellow connection in the lower-left corner of the Motherboard.

I have read about this issue, which has nothing to do with the PSU, it's to do with the Graphics card and the bus speed causing some kind of issue with certain types of headphones, mostly heard of this kind of issue with Turtle beach headphones/sets.

might be worth contacting the customer service of the headphones you have, mention you have put in a new graphics card and they might be able to tell you how to sort out the issue, or ask on the manufacturer specific forum if they have one.
