You also need to not being using any VGA connection, that is no longer supported.
What are you doing that the current hardware is not enough?
If anything, its the CPU that is lacking.
And I would just do clean install of Win10 64bit, knock that out the way.
Not really much point to go from 970 to 1060
I would recommend upgrading to a 1070 in this case, the i5-4400 will be fine with a 1070. If you are playing more CPU-intensive games as such as Arma 3, Cities: Skyline or Total War, it could be a limiting factor but from the type of games you play, I think a 1070 would be a reasonable upgrade.
I would also recommend upgrading to a 2560x1440 144hz monitor with G-Sync if possible to make the most of the 1070.
can my motherboard handle it
I thought this benchmark might be helpful for you as well, the game is achieving a solid 60 FPS with 8x MSAA and Very High at 1920x1080 resolution with an i5-4460 and a 980Ti which is very similar in performance to the 1070.
