Location and speed will make a difference.
Didn't look up your fans but my BitFenix Spectre Pros get brighter the higher the rpm's, not that I notice as case is on floor to my left and fans on speed 1 out of 3 settings I can choose.
Get corsair ML fans instead. They look much better and are quieter.
Lul what. I had af 'quiet edition' fans and they were quite loud and they rattled noticeably. I then upgraded to ml fans which are much quieter. Ofc ml fans can also be loud at high speeds, just like every other fan ever made, but they are almost inaudible at low speeds.
Dont remember the exact speeds. But at full speed they are both very loud, which is why i never run any fans at full speed. But at the lowest speed AF fans are still too loud and distracting, but ML are barely audible.

Quiet and Performance. I just buy the higher RPM ones and then control all my fans.
Depends where the fan is places and how the fan is designed.
If the Fan body is completely clear plastic, chances are the LEDs could light up more area.
If the fan body is solid, non transparent, the LEDs are actually not all that bright in comparison, unless maybe you look and it is facing towards you face/eyes.
Overall, just forget LED fans if you can help it. You will pay high $ for both performance and lighting features with fans. Just buy good quality non-LED fans instead.
If you want lighting, get a RGB Strip Kit; these are cheap and can be places pretty much any way you like. Plus you can change colors, turn it off, etc. And then the lighting will have no bearing on your installed fans.
