Does it matter which way the stock fan faces above my CPU?
I realized after using the push pins and installing my cpu fan into my motherboard above my CPU and the Intel stuff is faced towards my gpu and not way from it so like is that bad or does it not matter or do i need to turn it 180 degrees

but I think I put it on backwards after I noticed the text on the fan was facing away from the MSI text on my motherboard is this bad or na

Nope it's on right. Blowing air down through the heatsink.

The direction (up down left right) it faces is largely irrelevant.
Stock Fans blow down; so it doesn't matter.

CPU: Intel Core i5 6600 3.9 ghz with a SilentiumPC Fera 3 HE1224 Cooler, even if it's a locked processor, i wanted to make sure it has the best cooling and low noise. The default cooler that comes with intel processors is kinda bad.
The other parts are:
GPU: PALIT GeForce GTX1060 Dual 6GB overclocked by myself
PSU: Evga supernova g2 550w
HDD: WD Blue 1TB
SSD: Samsung 850 EVO 250GB
RAM is Kingston DDR4 2133MHz CL14 HyperX Fury Black Series, i bought a 2x4 kit, but later i bought another one so i have 16gigs now in all four sockets. It's all put in a Zalman Z3 Plus case. I built the whole thing half a year ago. My first real gaming pc, i used only laptops before.

edit: I just noticed now that the ddr4 2133mhz ram is going really expensive now, what the hell...8 gigs of ram cost around 70€, it was 35-40€ last summer..at least here in Slovakia

Cause DDR4-2133 for Desktops is already being faded out; you don't need 2133 on AMD Ryzen on Intel 7th Gen; those both support 2400 or higher. Even a cheap B250 Motherboard will fully utilize 2400 speed as long as you are installing 7th Gen CPU on it.

Overall though, RAM and SSD pricing is up because of higher demand now. Production can't keep up.

if my mobo supports the dual ram slots like 2 and 4 but I only bought one, would I put the only one I have in the 2nd slot, cuz thats where it says the first one should go 9or do i need two

That depends on Motherboard; the Manual would detail that info with regards to what is best suggested (or required) for when using only 1x DIMM slot

Who populates just 1x DIMM slot? Like ever....

Does not matter where the fan sticker is facing because its a stock cooler anyway it blows down on the CPU and its perfect that why because the fan cable is over the cooler and no issues of getting caught in the fan blades
Yes best bet is where ever the fan cable is coming from; have that side/corner be closest to the fan header on motherboard; to avoid cable runs near fan blades. You can always tidy up the cables when done.

90 degrees to the rear or 180 towards the top.

you normally dont want air pushed/pulled from the gpu.

Stock Fan = blows down towards Motherboard, so no, there is no incorrect way to mount it in that regard.

Best bet is have the wire from the fan always come away from the cooler at the top; so it can be routed to the fan header without routeing around the cooler in any manner to which it could possibly get caught in the fan-blades at some point.
