Is there much of a difference between DDR3 and DDR4 performance?

DDR4 is faster and uses less voltage.

It's also required on Skylake, Kabylake, and Ryzen.

DDR4 is much faster that DDR3 that is about it. You will not notice any difference between them unless you have some software that relies heavely on RAM. I will NOT boost you FPS or anything.

DDR4 offers higher frequency. But at the same frequency, for example, DDR4 2133 and DDR3 2133, older DDR3 turns out to be slightly faster.

If you are talking about gaming, there are a few but not many games that benefit a lot from much faster memory. That may change as new games are released.
I have DDR3 1600 MHz with an i7-3770k @ 4.4 Ghz. It is an old setup but see no need to upgrade.

Generally its GPU, CPU then memory that are the order of proirities when it comes to gaming performance.
