PC Randomly Restarts/Fans go full speed
So basically I recently built a new pc (only for Nvidia to announce the 1080 ti's and reduced cost for the 1080's after I already put two in my rig...) and after months of being busy with work and college stuff I was finally able to start using it. Unfortunately I've run into a bit of a problem. On seemingly random occassions my PC will hard restart out of nowhere. There is no warning, and it happens at random intervals. sometimes it'll happen after hours of regular use without playing a single game. Other times it will happen while playing a game, and on occassion it'll restart within less than 10 minutes of already doing so. In every instance, right before the restart, the fans in my computer would go full blast. Having ticked off the automatic restart on error setting in Windows, now I no longer face the restarts, but the fans blaring up at full blast out of nowhere is still a concern.

I've already taken my PC to a local repair shop, and after having it with them for over a week they didn't seem to be able to recreate the issue. Apparently it never happened to them. They didn't seem to think it was a hardware issue, and they even took the liberty of updating some of my drivers just to see if it'd fix it. Needless to say, it didn't.

I'd be grateful beyond imagining if anyone could help me solve this issue so I can finally use my new PC without concern. Also after a few restarts I started getting msls31.dll errors on startup, which has prevented me from using certain apps. I'm not sure if this is related to the heart of the issue, but thought it was worth mentioning nontheless. Thanks for any and all responses.

I think your motherboard is deffective. I repaired a PC with similair problems a few weeks ago.
dust >> heat buildup >> compensatory fan spinning to dissipate heat. failure leads to restart.

check temperatures (cpu, gpu, chassis) using speedfan, hwinfo, cpuid hardware monitor.
check voltages on rails 12v+, 5v+, 3.3v+ to see if the psu has no problem.

An issue like that can often be related to the power source in your home. It could be the receptacle, other electrical devices on the same power circuit that create a problem, or the electrical utility's incoming power. It could also be the power supply, but if the repair shop couldn't reproduce it, then it's probably an issue in your home.

I'm monitoring my temperatures while I wait for my PC to attempt restart again to see if it's related to overheating, in the meantime could someone help me with the msls31.dll error?

This is the error I get on startup:

C:\\Windows\\SYSTEM32\msls31.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc000012f.

This error message happens on startup and when trying to launch certain apps such as GenerateFNISforUsers which is a Skyrim-related app dealing with animations.

Its probably just corrupted because of all the crashes, you might have to do a reinstall of Windows to fix that.

Great. Can't even reinstall windows 10 via the download because it goes blank screen after the "getting a few things ready" screen. Probably due to the same issue I'm trying to fix BY reinstalling Windows.

^ Hmm that is normal; just let the OS installer run it's course.
Also don't have your LAN/WIFI connected during Win10 installer.
