The Rx 480 would be a huge upgrade from the r7 240.
You will need a new psu Seasonic bronze 520w or 620w can usually be got on sale for a good price and are good quality psus.
Again, if you are changing out the cpu platform later on this year yes get the RX480 8GB but if you have no intention of swapping out the current FX4300 stay with the gtx1060 6GB idea.

Worst ^ case scenario if you did not swap out the FX4300 and put an AMD GPU on it in a cpu demanding game, you would get a higher FPS with an NVidia gpu, AMD gpus use more driver api or whatever it's called so that doesn't mix well with amd cpus being weaker IPC (instruction per cycle), Rysen has gotten better but FX series is weak on the single core IPC.

Look at single thread Cinebench R15^ the better than yours FX8370 is quite far behind intel and Ryzen.
That's why you try to avoid amd gpus on older FX cpus.
Ps, but if you're going to swap the cpu out later get the RX480 it has better all around DX12/Vulkan support over the GTX1060.

The only part that matters is your Motherboard, Case and Power Supply.

These comparisons in generall gaming performance at 1080p are very close.
However, both of those AMD GPUs are quite power hungry in comparison; so please know that much. Going AMD CPU & GPU generally would mean getting a beefier Power Supply to run AMD CPUs and GPUs that are in similar performance ranges as Intel CPUs & NVIDIA GPUs.

Yes get latest 17.2.1 from AMD.com
Download and Run DDU App to flush all the Chipset and GPU Drivers off the system.
Then install latest Motherboard Chipset and also GPU Drivers.
For AM4 stuff, get the AMD Chipset Driver from Board maker.
Cause those are not yet available on AMD.com
