the cpu fan is not spinning its plugged in properly.
the motherboard nor the gpu is giving a signel to a tv via hdmi.

There are three things that have to occur for a fan to work. Proper power, no blade obstructions and a motor that is operational.

Check for proper power by trying it on a known good source of adequate power. Check for no blade obstructions by opening the case. If you apply 12V to the fan connector to the motor and it doesn't spin, then it's either a bad motor or failed bearing.

Does the pc actually start? Are there lights on the motherboard or other activity when you try to turn it on? If yes, then the cpu fan is probably dead and you need to buy a new fan or a whole new cpu cooler. But if the pc doesnt show any signs of life at all (no lights, case/gpu fans dont spin), it might be a dead psu or motherboard.

The lights on the mobo work. No fans work none not even the system fajs let alone the cpu fsn, no signel is sent to the tv which a laptop worked fine when using the tv as a monitor flr the laptop
