Better to use a computer monitor for computers but you can use a TV if you wish, it just needs a HDMI cable.
budget is the biggest factor obviously but for the cost of a decent steam machine you can build a box that's way better

Far as budget is concerned I can float in the middle of the five choices without breaking the bank. I am looking to play at least American Truck Simulator on this so if there is a way I can save money buy buying a different component please let me know :)

I'd get this one however I'd get a H270 or B250 motherboard because they support Kaby Lake out of the box, with the 100 series chipset you will have to update the BIOS and that takes up a lot of time.
