Game would only be able to update while Steam Client is running, in the Downloads tab.
If there is an update to the Client itself, it notifies you. Steam can't do anything when exited fully. But make sure the Steam Windows Service is on Manual, not Auto. And don't have Steam Client in your OS Startup.
Did you run the diagnostics on the HDD?
