What is the Motherboard?
Usually even 2x fans per header via a splitter is fine; just a good idea not to exceed 1.0-1.5A (Amps) per header is how most boards are.
Best bet though is just plug in CPU Fan to Motherboard, the rest (if going to exceed your available 3pin/4pin headers is, get a Fan Controller and plug the rest into that. For one this helps ensure not killing the Motherboard headers, but also better manual control of the Fans, such as Chassis Fans.

Just ensure CPU Fan uses the CPU Header.

However, when using these, best bet is plugging in Fans that have the same specs, so that any speed changes or control of them are accurate. Due to the fan that they can't be controlled independent when using a splitter. If there is a PWM speed change, or if you set to DC and control the fan(s), any speed change to a single header, will change for any/all fans on that splitter.
I am putting these on the inner top of my case .
Should i have them blow in or out ?
I have a Corsair Carbide Series Air 540 case with pre installed fans
Best bet is make use of all the rear, top and front placements for your Fans.
Front = Cool air intake
Rear/Top = Hot air exhaust
If the Case has room and PSU cables are not in the way, maybe a cool air intake fan on the bottom, blowing inward. But again, helps to ensure also that any area used for "intake" is filtered to avoid dust intake into the Case.

'Totally agree. I'm using a large two cooler, and just by feeling the temperature of the airflow while doing a CPU Bench I can say the top fans do remove a lot of heat from the case.
