450W is defenitly enough but you need a quite new, high quality PSU like the Straight Power E10 Series from be quiet, a Super Flower Platinum King or a Corsair Vengeance.

I am guessing that you are using roughly about 260 watts max. My old i5 650 3.2 GHz, 8 GB RAM, GTX 1060 uses 210 watts max during graphic benchmarks (AC input measured with Kill A Watt meter). Your cpu uses 18w more and 1070 uses 30w more (=258w).

Have you run a RAM test with memtest86+, or if your system has UEFI that may have a RAM test?

It's not just about watts and trying to squeeze as close as possible. You need to have enough amps on 12V rail for the graphics card you are using, you need to have proper PCI-E cables that your card requires and it's always good to leave 100-150W breathing room for PSU so it would not always run near its limits.

If you mean this one:

http://www.bestbuy.com/site/evga-80-plus-600w-atx-12v-eps-12v-power-supply-black/8511029.p?skuId=8511029

It's still pretty low quality, though it will be marginally better.

Best Buy is pretty terrible in terms of competitive pricing. But I would have personally recommened this one instead:

http://www.bestbuy.com/site/evga-supernova-750w-g2-atx-power-supply-black/5408132.p?skuId=5408132

The warranty and high quality parts mean it will easily last 10 years of use.

Course you can get it for much cheaper if you bought it online instead of Best Buy.
