I have gone onto the website and dowloaded the new drivers before and had even wiped all old drivers and re-installed the new ones. still no fps improvement

I would run GPU-Z and look for any performance cap .
Overheating , virus , malware , background process and etc.
Other then that amd cpus are crap. There gpus are also not the best, the nivida gtx 1060 beats the rx 480 aswell as the 470, a i5 6600k, 6500k 6400k, beats your cpu by a mile aswell.
I think im not sure but i think your cpu is bottlenecking your gpu.
there is literally a 2% difference in favour of 1060 vs rx 480 in directx 11 games with new amd drivers
and 6% in favor of directx12 for rx 480 vs 1060

Im never going to go back to AMD ever even if you payed me to.
2. The Rx 480 is on the same level as the 1060 on DX11 and beats it on DX12 thanks to the Relive driver updates.
