Does gtx 1050 or 1050ti need a dual fan?

Better to have, but no. They both run very cool given how low end they are.
ITX single fan design for these would do just fine.
They should not really "need" dual fan. My old EVGA GTX 550 Ti that used up to 116 watts had a single fan that did not even barely spin up from its 33% minimum until the chip was about 63C at the edge of green to yellow zone and probably never got over 65C. My MSI GTX 750 Ti had twin fans and it never got over about 53C max (60 watts vs. 75 watts for 1050). Max temperature for 1050's is 97C.

Note that a twin fan unit can be longer. I had to relocate my hard drive when going from single fan GTX 550 Ti to twin fan 750 Ti. I currently have GTX 1060 (and its twin fans silently barely spin up cooling 120 watts to not more than 63-65C).

MSI have made them cool even with a single fan , not only for GTX 1050(Ti )

It is low end. GTX 1050 Ti is a lot to say mainstream/midtier, that should be the 1060 3 and 6 GB.

Back in the good old days, Even flagship cars are single slot, single fan.
Today, they just make every thing dual fans because some people think its cool, :)

Well no single GPU can run all games like that, so all cards suck.

Also to the original question, single fan is enough.

I do not to beleive things like that on the internet I just go straight to the benchmarks . Personally I think it's a great card and I see it and the 1050ti get recommend a lot in this forum so it must be doing something right =D.

I mean look how well it does on ultra in BF1 (i3 6100/GTX 1050 2GB), and quite a few people in the comments section seem to agree that the card is a great peformer.

Now depending on the person viewing this video they might think it's crap, maybe because it couldn't hold 60 FPS or even 120FPS continuously, but I see value in this card honestly.

Yes, it is. It's barely enough for playing todays games at 1080p with decent visuals.

Nothing "Battlefienld" or "CoD" is demanding, so I wouldn't go by that performance.
