Report a translation problem
If your display is 60hz try capping fps to 60 without enabling V-sync. You may or may not get or notice any screen tearing. If you don't or its acceptable leave it off otherwise try both fast and adaptive and see what you prefer.
Personally, I'd leave V-sync off, especially in competitive games as it adds some input lag, provided any screen tearing isn't too bad. Screen tearing usually isn't very noticable at high refresh rates, if noticed at all which is why many prefer high refresh screens. Even when fps is capped at 60 on a 120hz or greater display any screen tear is replaced quickly enough it normally isn't a concern. They even make your OS looker and feel smoother so they aren't just good for gaming.
Sorry, I'm biased when it comes to 144hz displays :D
If you have an nvidia card go into the control panel and force "fast" vsync.
That will eliminate tearing but not come with any additional latency.
Various ways to cap FPS outside of in-game options. I've used Nvidia Profile inspector in the past when I wanted to cap fps. Sure others here can offer alternatives to try too.
If when using any of these force sync modes you still have a stutter that is harsh on the eyes, enable Triple Buffering.
Some games still have issues still? Disable ShaderCache
