Valve can't just offer discounts on other developer's games. Somebody would still have to pay for it. Which, again, would end up costing millions.
If valve takes the industry standard 30-33% of each sale it would work out the same. 1/3 of $35 is a little less than $12 minus the $5 valve credit is a little less than $7 . That game on sale for 50% off would be roughly $17.50 and 1.3 of that is less than $6. Both are better than no sale and no profit.
So basically it's pretty much the same thing as putting games on sale which as everyone know Valve does daily.
Out of curiosity, what are these other numerous reasons?
That is not your call to make. Nor Valve's. Like I said, Valve is simply not allowed to give discounts to other dev's games unless they pay for it out of their own pocket. And why would they?
Every time people sell their cards that they got from booster packs the devs get a cut.
People, it won't happen. Steam would lose too much and people would abuse it to hell and back.
