According to a page in the internet, Steam grants lucky users a 100% discount on any of the games in their wishlists. Enough said, but being lucky is very hard. I strongly disagree for FenrisandZoe's opinion. Like what [CotF] KKiONI said, Valve will lose their business. Can you just imagine, if you could get the entire game available in Steam? But it will not be only you. Others could too. So Valve would be disappointed that they did not make any business, and they would lose everything ; even your games and your Steam account. If you are somekind of a hobo or a kid without money, go get the 'FREE TO PLAY' ones. Free to play games might be a damn bad or a damn good, but at least you got a game. Example, Team Fortress 2. Now Team Fortress 2 is one of the best first-person shooter out there. But in the first stage, you will become a 'F2P'. F2Ps are noobs(not) that just started TF2. As you buy any equipment in the TF2 Store, you will be promoted to 'P2P'. You can trade, you can get hats, you can have more friends, or even post your own creation of TF2 ! So face the world now, there are still more games to look at. Explore the Steam store. Watch an eye on christmas. There will be TONS of discounted goods !

Valve can't just offer discounts on other developer's games. Somebody would still have to pay for it. Which, again, would end up costing millions.

It's not againt the rules to have multiple accounts. It is against the rules to have multiple users use the same account.

Not neccesarily. If you have ever received one of these coupons from another retailer you will often notice they have a +/- one week from your birthday date as an expiration date, minnimum purchase amount required, sale items exempt, good for items on wishlist only, etc... If I wanted a game that is $34,99 but refuse to buy it until it drops below $30 then bam Valve makes a profit off that game that I may have not purchased otherwise or only would after an extended period of time where the game may no longer interest me until/if it comes on sale for 50% off or the normal price is decreased down the road.
If valve takes the industry standard 30-33% of each sale it would work out the same. 1/3 of $35 is a little less than $12 minus the $5 valve credit is a little less than $7 . That game on sale for 50% off would be roughly $17.50 and 1.3 of that is less than $6. Both are better than no sale and no profit.
So basically it's pretty much the same thing as putting games on sale which as everyone know Valve does daily.

Sometimes I only remember it's my birthday because a forum emails me with a generic "Happy Birthday" email.

What exploits? If you are referring to what OP is suggesting, it still wouldn't work. Even if people were only allowed to have one account it would be literally impossible for Valve to enforce that rule.

Out of curiosity, what are these other numerous reasons?

Furthermore, discounts are done to drive sales. The vast majority of items bought on sale would not have been purchased by those same customers at full price. Therefore, it makes no sense to consider a discount as lost money.
That is not your call to make. Nor Valve's. Like I said, Valve is simply not allowed to give discounts to other dev's games unless they pay for it out of their own pocket. And why would they?

Every time people sell their cards that they got from booster packs the devs get a cut.

2 Years later and this hasn't been adopted by Steam.

People, it won't happen. Steam would lose too much and people would abuse it to hell and back.
