Well, they have a record of how often we play each game, maybe set a prorated table based on how often you played? For example, if you played a game more than "XX" hours, you can't receive any credit for it, but if you played less than "XX" hours, you can get a 25% credit for it, and obviously it scales between the low end and high end.

Not going to happen. It's just cute and naive to even suggest such a thing. Basically if this sort of thing would been implemented, Valve and developers would just start loosing lots of money and Steam would cease to exist as an online shop.

The game publishers are selling you the game on Steam, so you would have to convince the publisher to allow this. There is nothing Valve can do, and if they tried the publisher would just stop selling their games on Steam.

Doesn't Green Man Gaming kind of allows you to do this? With the recent EU ruling Valve should look into letting us sell back stuff for steam credit, say for 15% of the current price. That way they can still put games on steep discount and not have to worry about people gaming the system to make a few bucks. Also, in case of hacks, make it so that the credit can only be used on games going onto your account and not as a gift to someone else, so that if you do get hacked they can just take the credit back and reactivate your games.
