Anti-Flood for chat

Seriously, somebody from valve just poke their head in for even an hour in one of the official chats and it WILL get flooded by somebody, though I just saw a more malicious one go down involving multiple people coordinating together to repeat pointless messages or sometimes "hate speech" into the chat, as well as entering and leaving constantly.

It's not hard to put a threshold and throttle them or even kick them out after multiple throttlings. But for unmonitored chats, it's something that should be considered. "Block them" isn't a great solution, since sometimes a coordinated attack can take a while to fix AND do you think ALL steam users know about this? Some will start spamming "stop spamming!" just to get them to try and stop, only to make matters worse.
