Today most people agree D3D is a crutch from a bygone time and is hindering more then helping at this point.
So it's actually D3D that is adding extra, unecesary extra work when Valve is trying to become availible on all platforms.
Btw im kind of a newb about graphics card,if i buy a 1 GB nvidia graphics card,will it remove all fps issues and run on openGL cs smoothly?
But ever since the switch to pogramable shaders(DX10 / OpenGL3 APIs and Geforce 8000 / Radeon HD2000 GPUs) from the old school fixed function pipeline graphics the pace of OpenGL has outpaced D3D since GPU features can be directly programed like a CPU instead of being more or less constrained completely by what the hardware could do in silicon.
The ram size is more or less irrelevant, since 1Gb could mean a Geforce 6200 or a GTS640, the performance difference would be astronomical.
It's more a question of how much you want to spend and what your current hardware is.
If you don't know aht your hardware is go to the top menu in your Stem client, and hit "Help > System Information" and paste that here, that will tell us what your current box currently has.

ik its a ♥♥♥♥♥♥ computer since it's quiteold,but i want the graphics card primarily to get a steady fps above 30-40 in counter strike.Any recommended graphics card within the nvidia series? and also suggest the parts that have to be literally upgraded due to it being quite old.

From the looks of that you are only using an Intel GMA 3000 IGP. Which where crappy when they where new. I take it this is some kind of prebuilt from someone like HP or Dell?
If thats the case you would have to also upgrade the power supply if you went for even a midrange card.
However you should be able to swing a GT630 which is a rebadged GT440 or a Radeon HD6670 they are pretty cheap after rebate and will be much faster then your current setup even if you don't upgrade anything else. All have 128-bit GDDR5 so they at least won't choke on memory bandwidth, but the GPU will eventually run out of steam. But since it seems your monitor is 1366x768 that won't be much of an issue in most games.
